Campbell River: Rezoning for an approx. 60 unit patio and townhome development is under review.

Campbell River staff are reviewing an application for rezoning a 6.1 acre property on Willis Road for a proposed multi-family development. The applicant has applied to rezone from RE-1 & RM -1 to RM-1 only. This will increase the density permitted on the property and the owner is proposing a patio home or town house development. The owner did consider a single family development, but road upgrade costs to Walworth and Willis Roads are not economically feasible with a lower density development. A proposed bare land strata plan suggests 22 buildings with a combination of duplexes and fourplexes up to two-stories. There is the potential for 64 units if this plan proceeds.

Courtenay: The next Phases of THE RISE with approx. 70 lots is moving forward.

An application for the next Phases of THE RISE in Courtenay is moving forward. Silverado Land Corp. is working with the engineers and the City of Courtenay on Phases 5 & 6 of THE RISE. These phases will include approximately 70 residential lots and two multi-residential sites, and will connect to Ryan Road. Phase 5 will include 45 lots suitable for walk-up or walk-out floorplans. Phase 6 will feature approximately 25 lots, some may be suitable for a rancher. The lots will be approximately 5500 to 6000 sq.ft. and prices are expected to start in the range of $400,000 to $425,000. Site preparation could be underway in April and May of 2022. The local seniors housing society continues to work on their proposed 22 unit project. 

Bowser Seniors Housing Society (BSHS) continues to work on their proposed Lighthouse Village Seniors Housing project. The property was subdivided in June of 2021, and crown land is now in the process of being transferred to the Housing Ministry. BSHS has been required to update their Storm Water Management Plan and Riparian Area reports due to a neighbouring property’s ditch being labeled as a ‘natural watercourse’. This led to Streamside Protection and Enhancement Area setbacks and changes to the civil works water attenuation areas. BSHS hopes the new Riparian report will receive provincial approval in February of this year. BSHS will then need to reapply for a Development Permit, which will replace the permit issued in March 2020. Construction drawings were 95% complete in the summer of 2020, and the society went to tender. BC Housing approved $2.2 million in grant funding for this project in 2019. As proposed, Lighthouse Villa includes 22 one- and two-bedroom units of various sizes in a 17,500 square foot facility behind Magnolia Court in Bowser.
