Black Creek: Proposed redevelopment for the Saratoga Beach Resort.


An application has been submitted to redevelop the Saratoga Beach Resort in Black Creek. The proposal includes replacing the current buildings with four duplex buildings, one caretaker’s suite, six RV pad rentals, a swimming pool, patio, and pavilion. The .65 hectare property is currently zoned Tourist Commercial One (TC-1) and was purchased in May 2020 for $2.2 million. There are currently beach cabin rentals on the property that will be demolished. The applicant is proposing to build 15 units, designed as duplexes each with 4 sleeping rooms per unit, with carport parking on the first level. The property has an existing service connection, but new connections and sizing upgrades would be prevented by the current suspension of connections in the Black-Creek Oyster Bay water service area.

North Island College Courtenay: Proceeding with their 217 unit student housing project.

North Island College in Courtenay is proceeding with its 217 unit student housing project. The project is estimated at over $60 million and includes two four-storey building and outdoor gathering spaces. NIC intends to build two student housing buildings with 157 individual and 60 family-specific options. The college issued a request for Expressions of Interest for the project in the summer of 2019 and submitted a business case for funding to the province. The province is providing $57.3 million in funding under its Homes for BC Plan. An additional $6.6 million will come from the BC Student Housing Loan Program, and $2 million provided by North Island College. As proposed, the project includes two four-storey buildings with units ranging from two-bedroom family student housing to quad (individual bedrooms with shared living areas) and studio apartments for individual students. Nine of the units will be accessible for people with disabilities, and both buildings include common areas such as interfaith rooms, a community food garden, play areas and outdoor gathering spaces. Construction is anticipated to begin in the Fall 2022 with anticipated completion in Fall 2024.

Courtenay: Building Permit issued for Phase 1 of a new 104 unit multi-family development.

Development on a new 104 unit multi-family development near the college in Courtenay is now underway.  A building permit with a value of $9,5 million has been issued for Phase 1 of 40 units in a three storey rental building. A development permit was approved in October. The project is proposed as 3 Phases. Phase 2 is a 28 unit townhome development, consisting of six, two-storey rectangular buildings organized into three clusters. Phase 3 is intended to be a 36 unit apartment building. Once complete, this project will include 104 units.
