Bowser: Approvals moving forward for a 22 unit housing project.
Bowser Seniors Housing Society (BSHS) continues to work on their proposed Lighthouse Village Seniors Housing project and has engaged Saywell Contracting as Construction Manager. The province has approved the Riparian changes that were required when a neighbouring property’s ditch was labeled as a ‘natural watercourse’ in 2020. The Regional District of Nanaimo is now reviewing a revised Development Permit and it’s expected the Stormwater Management Plan will be approved at the same time. BC Housing and the Ministry of Forest, Lands, Natural Resource Organizations, and Rural Development have approved a crown land transfer, which is now with Legislative Services to get Cabinet approval. A building permit application is complete and will be issued once the land transfer is complete. BC Housing approved $2.2 million in grant funding for this project in 2019, and all construction costs will need to be updated due to increases in costs and interest rates. As proposed, Lighthouse Villa includes 22 one and two bedroom units of various sizes in a 17,500 sq.ft. facility behind Magnolia Court in Bowser.
Courtenay: New subdivision proposed with 29 lots in Phase 1.
A subdivision application has been submitted for Phase 1 for this property located between Muir Road, Dingwall Road and Stafford Road. Phase 1 will be located along the extension of Stafford Avenue and will include 29 single family lots. Dingwall Road will be extended up the hill and Cruickshank will be extended above Stafford Ave., forming a new street called McIver Road. Approxmately 25% of this site will be dedicated to wetlands and tree retention. Engineering drawings have been submitted. Once all approvals are in place, road works are expected to commence early in 2023.
Campbell River: Public hearings rescheduled for two subdivisions, over 180 acres.
Public Hearings for two residential subdivisions in Campbell River have been rescheduled to November. The projects consist of over 180 acres with single family, secondary suites, and multi-family. The first is a 142 acre project that will include a variety of housing, including a low to medium-density subdivision with a multi-family component. The applicant has applied to rezone the property from Residential Estate (RE-1) Zone to Residential One A (R-1A) and Residential Multiple 2 (RM-2) Zone. The applicant proposes to dedicate green space, park space and trails throughout the property at the time of the subdivision application. The park dedication and trails will be discussed during the design by planning staff and the developer. The number of new lots is yet to be determined. The zoning could be approved early 2023, making it possible to start submitting a subdivision application.
The second project involves over 40 acres. Each property has a separate application and different owners that are working together towards development. The property at 120 & 155 S. Elk River Road is a 19.79 acre property while 240 S. Elk River Road is a 22.62 acre property. The development is proposed to include 41 single family lots with the option of secondary suites, 38 multiple-family units based on 25 dwelling units per hectare and 8 two-family dwellings or duplexes.
