Tofino: Construction on the new $78 million Wastewater Treatment Plant will begin this Fall.

The District of Tofino has finalized an agreement with NAC Construction and construction will begin this month on the new Wastewater Treatment Plant(WWTP). The facility carries an expected cost of $78 million and is expected to be operational in 2024. The Tonquin Connector will be intermittently closed to reduce foot traffic at Industrial Way during key points in the Wastewater Treatment Plant construction. The WWTP and associated conveyance system upgrades is the largest infrastructure project undertaken by the District of Tofino.

Courtenay: Approvals moving forward for a 24 unit rental building.

City council has given first and second reading to a rezoning amendment bylaw for a .586 acre property across from the city works yard. The application was originally submitted in September of 2021 under the previous Official Community Plan as a 37 unit project and has been revised to 24 rental units. As proposed, the two-storey building will be split into two distinct sections running front-to-back on the property and include 5 studio, 5 one-bedroom, and 15 two-bedroom units. Twenty parking spots will be at the back of the building and accessed via the lane way. The project also includes 24 secure bicycle spots and 12 visitor bicycle spots. The applicant is requesting rezoning from Residential Two Zone to a new site specific Comprehensive Development Zone (CD36). The design from the street is intended to look like a two-storey single family home to blend with the existing neighbourhood. Because the application was submitted under the previous OCP, there is no requirement to provide affordable housing units. Instead, the applicant will provide a $108,000 contribution to the affordable housing fund. The staff report has recommended that all future developments be assessed against the ability to provide affordable housing units with a city target of 15%. A public hearing has been scheduled for November 21, 2022.

Powell River: The Tla’amin Nation is looking at purchasing the former Paper Mill site.

In August of this year, Tla’amin Nation entered into a Memorandum of Understanding with Pacific Hydrogen Canada Corp committing the Parties to reach mutually beneficial business partnership for the development and operation of a green energy project at the former Powell River paper mill site. The 161-acre site sits on the Tla’amin Nation’s ancient village and is currently for sale. In a bid to buy back the land, the nation has sent a letter of intent to Paper Excellence, the current owner of the property. If successful, Johnson hopes it will soon be home to a salmon ladder and the green energy facility. This green energy project will use renewable electricity in various forms to produce a low carbon, renewable methanol for export to global e-methanol users.
