Ucluelet – Mixed use ground floor commercial and six residential units approved.
A development permit has been issued to Clayoquot Construction Ltd. for 604 Rainforest Drive to construct a new mixed use commercial – residential building. This is a three-storey building with health care offices on the ground floor and six two storey resort condos units on the second and third floor. If the applicant is not able to secure the use of the first floor for health care, the proposal includes a ‘Plan B’, which includes turning the upper floor into multi-family residential units and using the bottom commercial space for community uses like a daycare centre or professional services.
Tofino – Application received for 21 buildings with 71 beds of shared accommodations.
Tofino has received a rezoning application for 71 beds of shared accommodations for tourists and staff in 21 buildings. The tourism/hostel portion is proposed to function as transitory housing for newcomers. The mixed-use development would be located at at 1141 Pacific Rim Highway. The development would include 22 bedrooms of tourist accommodation, 59 bedrooms of staff accommodation, and accessory commercial uses. Most of the building will be modulars with 5 bedrooms sharing one bathroom and kitchen. The proposed accessory commercial uses include a store intended to sell basic food and other supplies and a small café intended to serve residents and visitors. 22 off-street parking spaces are proposed for the development. To facilitate the proposed development, the property must be rezoned from the current Small Holdings District zone to a new comprehensive development zone. The subject property is currently used as a long-term staff campground under a temporary use permit that expires in 2025. The applicant has noted that the primary intention of the development is to provide staff accommodation, with the tourist accommodation and other commercial spaces acting to offset the cost of the development and operation of the staff accommodation. The tourism accommodation portion of the development is in the same style of building as the staff accommodation units and is not designed to cater to higher end visitors, instead acting as hostel accommodation that may also function as transitory housing for newcomers to the community. The 1.71 acre property was purchased in September 2021 for $2 million.
Campbell River – Rezoning approved for up to 400 mixed units with single to multi-family.
Registration of the Conservation Covenant and Parkland Agreement has been completed, allowing Council to proceed with adopting the Zoning Amendment Bylaw at this week’s council meeting. The properties at 2337, 2341 and 2365 Quinsam Road will be rezoned to allow for a future low to medium-density residential subdivision. The project includes rezoning 46.92 ha of land into R-1A, R-2, RM-2, and CD to facilitate future subdivisions of 350 to 400 units including manufactured homes, single family, single family with suites, townhouses, duplexes and a low rise apartment building. The majority (63%) of the development site including wetlands, streams and steep slopes will be left as natural space, due to high ecological values and hazard conditions. The Conservation Covenant and Parkland Agreement includes a $100,000 Community Amenity Contribution; seed funding to Greenways Land Trust for $50,000; four parks totaling 1.77 ha; and the remaining 1.2% of the parkland dedication as cash-in-lieu, equivalent to 1.2% of the post-rezoning assessed value of the land.
