Tofino: Construction continues for 72 units in 2 affordable apartment buildings.
After various delays related to updated geotechnical specifications and BC Hydro installation, construction of Headwaters North and South continues. Recent progress on the North building includes roofing under construction, window installation in progress, deck framing started, and mechanical and electrical rough-in started. Foundation construction for the South building is underway with interior backfill, under slab insulation and vapour barrier installation. The 3-storey buildings include 37 units in the North building and 35 units in the South building. The North building is expected to be completed October 2023 with the South building wrapping up early 2024. Application intake for both buildings is planned for August with a December 1st move-in for the North building. Thirty percent of the units will be rented at market value, 50% at rent-geared-income for low to moderate incomes with rent at 30% of household income, and 20% of units for lower rent for those on fixed incomes or social assistance.

Courtenay: Approvals moving forward for North Island College’s student housing project..
The city has approved a Development Variance Permit for the North Island College student housing development project. The variance increases the maximum height from 12.0m to 16.6m. The height variance is intended to accommodate architectural roof design features on the ends of the buildings and an increased ceiling height to accommodate meeting spaces and college community uses. This application applies to two 4-storey buildings with a total of 217 beds. The larger building will include 157 student beds while the smaller building will include 60 beds for students with families. The project is in an Institutional zone and exempt from requiring a Development Permit. NIC received $57.3 million in funding under the Homes for BC Plan in 2022 and a $6.6 million loan from the BC Student Housing Loan Program. In January 2023, the College announced the contract awards to Urban One Builders and HDR.
