Powell River: Airport runway rehabilitation awarded to Upland Contracting Ltd.Â
Upland Contracting Ltd. has been awarded the tender contract for the YPW Runway Rehabilitation Project’s construction works in the amount of $6,304,598. A full closure of the airport runway is required for an uninterrupted period limited to a maximum of 8 weeks between April and mid-June 2024. City staff will work with Upland Contracting Ltd. to agree the confirmed dates for the full closure period. The work is funded by an $8 million grant funding from the Airport Capital Assistance Program (ACAP), awarded in 2022.
Campbell River: Urban Containment Boundary extension for proposed 350+ units.Â
Council has given first and second reading to extend the Urban Containment Boundary to include three properties, totaling 120 acres, south of Jubilee Parkway, and adjoining Finch Road in Electoral Area D. The application was received in 2019 suggesting up to 350 units, and postponed while the City conducted a 2019 Housing Growth Review. New BC regulations that allow higher density on single family zoned lots may increase the number of potential units. Campbell River is growing and an expansion of the UCB at the location indicated is appropriate due to the suburban character of the surrounding lands and the opportunity to access the new intersection of the Jubilee Parkway and Willow Creek Road, as well as connecting to the newly installed sanitary and watermain stubs in preparation for development on the south side of the Parkway. Given that there is sufficient servicing and access, and the development is close to both community services and amenities and not out of character with the surrounding area, in 2023 the Strathcona Regional District staff advised the City the District had no concerns with the proposed expansion of the Urban Containment Boundary in this area. In order to move to third and final reading, Council has authorized staff to schedule a public hearing.
Quadra Island: Changes to the Tsa-Kwa-Luten Lodge for a Treatment Centre.Â
The We Wai Kai First Nation is working on transforming the Tsa-Kwa-Luten Lodge and Cabins into a Treatment Centre with several new buildings on the site. As proposed, the lower floor of the main lodge will be expanded to provide larger staff areas, showers and locker facilities. The existing multi-purpose spaces will be renovated to accommodate new amenities such as a gym, family room, business centre and large meeting space. The existing hotel room wings will be converted into 24 client rooms, counsellor offices, client lounges and laundry facilities. The four on-site cabins will receive new building upgrades and cosmetic upgrades for staff accommodations, and then phase into family and visitor accommodations when new staff housing is provided. Two proposed buildings will include a 2 storey staff housing building with 12 suites and a single storey sweat lodge/multi-purpose building. A feasibility study and the preliminary architectural designs are complete. The Nation is currently working with several government agencies to obtain funding and has contracted Ketza Pacific as the construction manager.
