The Province of BC launched the Indigenous Housing Fund in 2018 to facilitate the construction of affordable on- and off-reserve housing. BC Housing has announced the latest round of projects, including two in Campbell River.

Campbell River: BC Housing funding 53 new rental homes

BC Housing has announced 37 new rental homes in partnership with We Wai Kai Nation and 16 new rental homes in partnership with Homalco First Nations as part of 1,600 new homes funded through the Provice, through BC Housing, and Indigenous non-profit housing providers. Units developed under the Indigenous Housing Fund program are rent-geared-to-income (RGI), which means that residents will pay approximately 30% of their gross household income. RGI rents vary based on actual tenant incomes. For projects on reserve, fixed rents may be considered for projects.

Powell River: Rezoning approved for 55 townhomes

Council has adopted a rezoning application for this 5.31 acre property on Manson Avenue. In 2023 the City adopted a rezoning application that changed the rezoning From A1 to CD4 to create an affordable neighbourhood for families with approximately 35 lots. The applicant then applied for a 55-unit stratified, ground-oriented townhomes. In addition the applicant submitted a two-lot subdivision application. The subdivision kept the existing single-family home with the existing CD4 zoning. The second lot is now zoned RM1 (Compact Residential). Under the new provincial Bill 44, a public hearing was prohibited because the project meets the objectives of the Sustainable Official Community Plan. Final reading was subject to the following conditions: confirmation from the Province that the stream crossing the property meets the requirements of the Riparian Areas Protection Regulation; that the subdivision application be completed; that the application register a Section 219 Restrictive Covenant against title of the second, larger lot; confirmation that City water, storm, sewer, and sanitary sewer infrastructure is adequate for the proposed development; and a voluntary community amendment contribution. The applicant offered a $500 contribution to the City’s Affordable Housing Reserve Fund per residential unit payable at time of Building Permit issuance.

Sayward:  31 residential lots and a recreational vehicle campground

Council has given final reading to rezone 23.25 hectares for this project. As proposed, the applicant is requesting rezoning to enable a single-family subdivision and RV Campground/Tourist Accommodations, including 31 residential serviced lots ranging from 695 square meters to 2.14 acres, plus a 33-pad serviced recreational vehicle campground. The property has been earmarked in the Village’s OCP as a comprehensive Development Area to be repurposed for tourism and residential and the parcel is close to Kelsey Bay marina with scenic views. Reports show that the Village’s existing sewer and water infrastructure can support the development. The application was submitted in 2020, and in February 2024 Council accepted the developers offer of construction of an upgraded turn around at the end of Sayward Road at an estimated cost of $52,500.
