In this week’s Editor’s Note:

In June of 2024, Comox Valley Regional District staff provided an update on the proposed second artificial turf at Vanier Secondary which included this combined soccer and cricket pitch. The project was removed from the 2024 budget, but the CVRD is now proceeding with the project.

Courtenay: New Artificial Turf Field proposed for Vanier School.

The Comox Valley Regional District (CVRD) is proceeding with a second Artificial Turf Field. A second field has been under consideration since 2021, and was included in the CVRD’s Recreation Strategic Plan completed in 2023. The project was removed from the 2024 budget while the CVRD completed its decarbonization strategy and staff completed a long range capital planning process. That work is now complete, and staff have recommended a 10-year long-term borrowing for the turf field capital project. Final detailed design will be completed in 2024 and staff have recommended construction and completion in 2025. If construction is completed in 2025, the estimated cost is $5,944,898, however, if construction is completed in 2026, the estimated cost is $6,359,658. An Alternative Approval Process is expected to occur in January 2025 for Elector assent for a loan authorization bylaw. If approved, the second artificial turf field will be on the site of the existing grass field at Vanier School.

Cumberland: Construction Management tender for school addition with 16 classrooms.

School District No. 71 has released a tender for services of a qualified Construction Management firm for a two storey 16 Classroom Addition 1919 (approx.) m2 to replace the Annex Wing (Block 3) at the Cumberland Community Elementary School (CCES). The new addition will be constructed in two phases and the elementary school will remain in full operation during the construction of the new addition. The current project schedule has construction activities starting in the summer of 2025 Phase 1 with Block 3 Demolition, and Phase 2 with construction of the addition beginning in September 2025 and completion May 2027. The new facility is to be ready to accept students for September 2027. The design will be based on a site-built steel frame structural system, including concrete foundation walls and slab on grade. In July, the Province announced $31+ million in funding for this project. The tender closes October 10.

Powell River: BC Housing supportive housing complex may start construction in 2025.   

Council will consider two bylaws that, if approved, will facilitate the construction of a BC Housing supportive housing and shelter facility adjacent to 5000 Joyce Avenue. Bylaw amendments are required to close and remove the dedication of a portion of Complex Way adjacent to 5000 Joyce Avenue and to rezone a portion of the closed road from A2 (Large Lot Rural) to NT (Institutions). Following approval, Council can then consider leasing these City-owned lands to BC Housing. If a lease is granted, construction is estimated to start in 2025. As proposed, the new building would offer up to 43 supportive studio apartments, some of which will have added Complex Care Housing services funded by Vancouver Coastal Health. The building would also include a purpose-built shelter with up to 20 spaces to support people’s initial transition out of homelessness, and provide programming and staffing space to deliver Complex Care Housing services.
