Port Alberni: 6 buildings with 112 purpose-built market rentals
The City has been reviewing an application for amendments to the OCP and Zoning Bylaw to enable a multi-residential development at 3830 5th Avenue. The proposed development would be higher density than the surrounding neighbourhood to create 112 purpose-built market rentals. The Uchucklesaht Tribe Government (UTG) and its Capital Assets Corporation are proposing to build the project for “workforce housing” which commonly targets moderate and middle incomes. UTG’s primary goal for the project is to create a long-term revenue generating asset. The subject property is currently vacant and was previously a playing field for the former Redford Elementary School. The field and the former school were purchased by UTG in 2018, with the building converted to provide services, programs, and office space (now named Nucci). The 112-unit multi-residential development would include a mix of apartments and townhouses. The proposed site plan includes a total of six (6) buildings: one (1) apartment building, one (1) side-by-side townhouse building, and four (4) stacked townhouse buildings. Buildings would include a mix of studio, one-bedroom, two-bedroom, and three-bedroom dwelling units. A public hearing was held in early September.
Ucluelet: 79 lots with approximately 120 units
An OCP and rezoning application for this project was submitted in April 2024 with the hopes first reading will occur in the next few months. After feedback from the first open house, the project was reduced from 320 units with single and multi family, to 79 lots for single family with suites, with the potential for 4 lots to be used for 28 townhomes or 15 duplexes The 34 acre development on Hyphocus Island was purchased in 2022 for $3.98 million. The site is connected to Ucluelet via Helen Road and has onsite sanitary forcemains and lagoons constructed in 1984. If the project proceeds, several upgrades are expected including (not limited to): safety upgrades to Helen Road, extending the Safe Harbour Trail, and alterations to the existing sanitary treatment plant with addressing existing odour issues. The project will also preserve between 30 to 40% of the land.
Powell River: 40 unit rental apartment building
A building permit application for the EVO project has been submitted and is expected to be approved within the next few months. A variance application for height and parking has already been approved. Construction is scheduled to begin in February 2025, with all scopes expected to be tendered by early November 2024. The building will consist of 40 rental apartments on a parcel of land located between Field and Glacier Street. The housing agreement between the City of Powell River and the builder will ensure that 15% of the units are offered at below-market rates for a period of 15 years.
