Powell River: 9 lot subdivision proposed for up to 36 units.
Glacier Hills Development has submitted a rezoning application for an unnumbered lot located in Westview southwest of the Powell River Airport and at the two terminus points of Gabriola Crescent. The intent is to rezone the property from R2 “Urban Residential Low Density” to CD4 zone to facilitate a 9-lot subdivision. Based on the submitted plan of the proposed subdivision, the new lots will exceed the minimum lot size requirements prescribed in the CD4 Zone and up to four units could be built per lot as per provincial legislation. Proposed lots will vary in size from 546-828m2 (5,877-8,913sqft). Staff are recommending that the applicant complete a Subdivision Application before proceeding with the rezoning application and that the applicant be requested to work with staff to negotiate a voluntary community amenity contribution. As the zoning application aligns with relevant objectives and policies from the Sustainable Official Community Plan, a public hearing is prohibited.
Comox: DP approved for six storey mixed use building with 205 units.
A development variance permit for the final phase of the Highland Village Shopping Centre project, located at Guthrie and Anderton Road received council approval on November 20. This phase will feature a six-storey apartment building with ground-floor commercial space. The applicant expects final approval by late 2024, with project completion anticipated by 2027. The project will introduce nine retail/commercial units and 205 residential rental units, offering a mix of studios, one-, two-, and three-bedroom apartments, along with 11 accessible loft units. The building will include underground parking for residents and surface parking for visitors and retail patrons. Additionally, the property will feature an Agricultural Land Reserve buffer. Earlier phases, completed in 2008, included four commercial buildings. Avatar Management Properties acquired the development in 2016.

In 2023, the City acquired 1302 Shoppers Row (Downtown Safety Office) and is now proceeding with purchasing 1342 Shoppers Row (Harbourside Inn), 1352 Shoppers Row (vacant lot) and 1362 16th Avenue (commercial building). The City intends to ‘Reimagine the Row’ with the demolition of existing buildings and by partnering with the private sector to develop commercial and civic spaces along with housing above. The new development is intended to house the Downtown Safety Office and be a space where residents can speak to bylaw enforcement officers about neighbourhood concerns and be a hub for the regular patrols and clean-up work taking place downtown. The City purchased the properties for $10.6 million, using a portion of the $10.4 million in funding from the federal government’s Housing Accelerator Fund (HAF). Grants, such as the HAF, and City reserve funds will also be used to advance this project with no direct impact to taxation. The project is currently in the planning phase. A public process to select a development partner will move forward in the coming weeks. The City will work with community partners to assist in the relocation of existing tenants.
