The City of Courtenay has approved increases to its Development Cost Charges (DCCs) and Amenity Cost Charges (ACCs). 

Recent changes to the City of Courtenay’s Development Cost Charges rates means DCCs have risen 214% since 2016.

For single-family homes, DCCs have risen 214%, from $6,942 in 2016 to approximately $21,832 in 2026. Townhome developments have increased by 185%, from roughly $4,300 per unit to about $12,278 per unit. Apartment development charges have risen 260%, from $39.22 per m² to $141.09 per m².

ACC rates are: $6,642 per unit for low-density residential, $3,618 per unit for medium-density residential, $42.56 per sq m for high-density residential, and $13.84 per sq m for commercial.

With ACCs and DCCs combined, low-density residential charges are $28,475 per unit, $15,896 per unit for medium-density, and $183 per m² for high-density residential.

Applicants and developers with applications already in progress should check whether their project qualifies for in‑stream protection, which may allow them to pay fees at the previous rates for up to one year after the new bylaws are adopted. To qualify, an application must have been submitted before bylaw adoption, be complete to the City’s satisfaction and have all required fees paid. Different criteria apply depending on whether the application is for a building permit, rezoning, development permit or subdivision. In-stream protection expires one year after the bylaw adoption date.
