Council reviewed the City’s first progress report under the Province’s Housing Target Order, covering the period from September 2025 to February 2026.

Council received the Housing Target Order progress report showing the city is well positioned to meet its housing targets under the provincial orders issued in 2025. Courtenay’s five-year housing target is 1,334 net new units.

During this period, 164 housing units were completed—representing 82% of the City’s Year 1 target of 200 units. Most were delivered through two projects, with 85 units for NIC’s Student Housing and 52 units at 574 Cumberland Road. Those 52 units have been recently purchased for Military Housing. 

In addition to number of units, the province requires additional information regarding  breakdown in bedroom counts, tenure (rental vs. ownership) and rental affordability (market, below market and below market with supports). The city saw the construction of 99 studios, 12 1-bedroom, 6 2-bedroom, 10 3-bedroom, and 30 4-bedroom or more. 145 units were rental, and 20 were for ownership. No affordable housing units were completed, indicating a continued gap in meeting affordability needs.

There are 295 units currently in the development pipeline through issued building permits, suggesting the City is well-positioned to meet or approach its early targets if projects proceed as planned.
