Ucluelet: Approvals proceeding for 85 single-family homes
Following the public hearing, Ucluelet Council has granted third reading to the Official Community Plan and Zoning Amendment bylaws for the proposed Hyphocus Island development at Lot 543 Helen Road. First proposed in 2023 with 320 units, the project now envisions 85 single-family homes with 25 larger waterfront lots, 51 modest homes with secondary suites, and 9 compact homes. The 34-acre development on Hyphocus Island was purchased in 2022 for $3.98 million. The development remains subject to final adoption of the bylaws before it can proceed to future subdivision and development approvals.
Tofino: Tofino Housing Corporation 21-unit development
The District of Tofino is advancing plans for a new affordable housing development at 740 Campbell Street in partnership with the Tofino Housing Corporation. The proposal would redevelop the District-owned property with a 21-unit multi-family residential building to increase the supply of below-market rental housing and affordable home ownership opportunities for the local workforce. The project is being advanced as part of the District’s Housing Accelerator Fund initiative, which aims to expedite the delivery of non-market housing on municipal lands. The proposed development would replace the existing single-family dwelling with a three-storey building designed using volumetric modular construction to improve construction efficiency and reduce costs. Plans also include retaining public beach access and creating a waterfront park with a human-powered watercraft launch connecting to the District’s planned water trail network. The District would retain ownership of the land and lease the site to the Tofino Housing Corporation for the housing development. Council has now begun the zoning amendment process required to accommodate the higher-density development. The proposal will continue through public consultation, agency referrals and additional Council consideration before any development approvals are finalized.
Courtenay: DP approved for Island Health Urgent Primary Care Centre
Council has approved a Development Permit Application with Variances for a new Island Health Urgent Primary Care Centre at 877 Cliffe Avenue. The clinic will provide non-emergency primary care for people without a family doctor or those unable to see their regular provider promptly. Hours of operation will be 8:00 a.m. to 8:00 p.m., seven days a week, by appointment only. The clinic is intended for patients requiring care within 12–24 hours. As proposed, the project includes: exam rooms, mental health counselling spaces, general office areas, a multipurpose room for gathering and cultural events, and 11 parking spaces. Big Wheel Burger submitted a development permit application for this property in 2020 with the intent of developing a two-storey restaurant/commercial building. The property was sold November 2025 for $600,000.
