Courtenay: DCC’s proposed to partially fund Greenwood Hudson Trunk Sewer upgrades.
Staff have presented the Sewage Commission with the Greenwood Hudson Trunk Sewer Model and Planning Report. In 2024, the Comox Valley Regional District (CVRD) was made aware of several proposed developments that far exceeded the original density used for sizing the Hudson Trunk. The Hudson and Greenwood Trunk sewers were constructed in 2018 and were intended to alleviate capacity constraints in the current system and to service anticipated development in the area generally defined as northeast Courtenay, Seal Bay, Little River and the area between Courtenay, Comox and CFB Comox (the Anderton Corridor). The new modelling forecasts significant upgrades are required to the Greenwood and Hudson Trunk sewer system over the next 50 years. To avoid multiple replacements of the same infrastructure over the material lifecycle, the upgrade plan considers the ultimate demands to inform the timing and scope of improvements, and includes: (Immediate) Construct the Hector Road lift station and upgrade 285m of pipe on Knight Road, with Class D Cost Estimates at $9,057,100; (20 Year) Upsize 2,591m of sewer main from Knight Road to CFB Pump Station and replace Hector Road lift station pumps with larger pumps with Class D Cost Estimates at $16,182,400 escalated at 2.5%; (50 Year) Upsize 2,550m of the Greenwood trunk, 2,206m of pipe on the Hudson Trunk and replace Hector Road lift station pumps with larger pumps with Class D Cost Estimate: $55,551,025 escalated at 2.5%. Given the immediate projects are just now being added to the Development Cost Charges (DCC) bylaw project list, no DCC revenue has been collected to deliver these upgrades. Staff have proposed to meet the timing required by the developers, front ending agreements will be required to secure funding from the developers to deliver these projects in exchange for DCC credits.
Comox: Fire Station Replacement Project potential construction April 2026.
Council has allocated $100,000 of expected Wildfire Deployment Revenue to the Fire Station Replacement project for design and construction drawings. The Town’s fire department regularly supports the province in responding to wildfires. Following each deployment, the Town invoices the Province under established provincial contracts. After covering operational expenses, additional net revenue often remains, and the Town has used these funds to support significant projects. This year the department has invoiced the Province for approximately $205,000, of which an estimated $125,000 will remain after expenses. The fire station replacement project is progressing well. Initial drawings are complete but to move to the next step additional budget is required to develop tender-ready drawings and a more accurate budget forecast. Approving this funding will support an April 1 target start date for construction, pending overall project funding approval. In May, Comox awarded a contract to local firm MacDonald Hagarty Architects to prepare schematic designs for replacing the office portion of the existing Comox Fire Station. The planned upgrade will increase the building’s size from 4,200 to 10,000 square feet across three levels.
