The Comox Valley Regional District is proceeding with the Mount Washington Fire Hall and has released tender documents.

Mount Washington: tender released for construction of the Fire Services Building

Tender documents for the Mount Washington Fire Services Building were released Thursday last week. The Comox Valley Regional District announced in February the purchase of the Vancouver Island Mountain Centre with construction plans to build fire response truck bays. Staff had been seeking alternative sites since geotechnical investigation identified problems with a previous proposed site in 2022. The Mountain Centre will be used as an administrative and indoor training building, with the fire truck bays to be built beside it. A lease for the land beside the Mountain Centre has been developed with Mount Washington Pacific to build the truck bays. The bays will be used to store response vehicles, supplies and equipment. Staff are working with the CVRD Recreation department to maximize use of the Mountain Centre to help reduce the cost of the service over time. Existing users such as the Strathcona Nordic Ski Club will continue to have access. The tender closes October 30. Courtenay: further implementation of BC Zero Carbon Step Code

Council has given first through third reading to a Building Bylaw Amendment for Implementation of BC Zero Carbon Step Code. If adopted, applicable buildings will be required to meet the performance level of (EL-3) from January 1, 2026 and to meet the performance level (EL-4) by January 1, 2028 of the Zero Carbon Step Code. Under the Zero Carbon Step Code, space and domestic hot water systems (and eventually the entire building) will require electrification. This amounts to a heat pump and heat pump water heater in new construction. Current legislation requires all new construction to be net-Zero by 2030. In addition to updating the building bylaw to include the Zero Carbon Step Code and timelines in Part 13 Energy Conservation and GHG Emission Reduction, a review of the bylaw was completed to reflect updated City bylaws and minor text amendments for better clarification and delivery of the permitting approval process. This includes: restrictions on wood stove installations has been included with Part 13 Energy Conservation and GHG Emission Reduction; Section 7.1 Permit Requirements has been amended clarifying each building and structure require separate permits; and Appendix A Fees and Charges. To address properties that have large frontages that would be required to provide excessively high security deposits a $15,000 maximum security deposit for Multi-residential/ commercial/industrial/institutional has been added.

Campbell River: pre-leasing for a proposed 24,000 sq.ft. building

The applicant anticipates submitting a development permit application within the next few weeks for a new project on Airport Drive. The proposed plans include a 10,000 sq.ft. hangar and approximately 14,000 sq.ft. of leasable commercial and light industrial warehouse/hangar space, with both airside and groundside access. The property is zoned A1, providing a wide range of permitted land use options. Pre-leasing is currently underway, with commercial spaces available in various unit configurations ranging from 1,500 to 9,000 sq.ft.
