Ucluelet: $4.6 million Sanitary Sewer Projects awarded to Hazelwood
Council approved the award of a major sanitary sewer construction contract to Hazelwood Construction Services Inc. in the amount of $3,359,170 plus GST. The contract covers the construction of five Sanitary Sewer Projects including Hemlock Lift Station Replacement (Project 1), Gravity Main on Hemlock (Project 2), Gravity Main on Helen (Project 4), Big Beach Lift Station Pump Upgrades (Project 5), and Force Main on Marine and Victoria (Project 6). Council also authorized a total project budget of $4,690,299, which includes construction, engineering, contingencies, and associated project costs. There were six bidders for the project including Hazelwood Construction Services, IWC Excavation, Stone Pacific Contracting, Knappett Industries, Coastal Wolf Construction, and Regehr Contracting. Hazelwood the lowest bidder.
Courtenay: Construction to begin in 2026 for 200+ bed shelter and supportive housing project.
A building permit for the purpose-built shelter and permanent supportive housing developments at 925 Braidwood has been approved, and BC Housing has given final project approval. The project is now awaiting an archaeology permit. BC Housing staff have stated construction is tentatively expected to begin in February 2026. Occupancy for the shelter is now expected in the Fall 2027 and supported housing in the Winter 2027. As proposed, the shelter will have a maximum capacity of 132-beds and the four-storey supported housing building facility will provide 70 units. There is also an undetermined amount of future, non-market housing. Pacific Swell was confirmed as the Development Manager for the project in September 2024. Connective will operate the shelter, and Lookout Housing the supporter housing.
Campbell River: partnering with Seymour Pacific Developments Ltd. and Broadstreet Properties Ltd. to redevelop the downtown core
The City of Campbell River is partnering with Seymour Pacific Developments Ltd. and Broadstreet Properties Ltd. to redevelop the downtown core with new purpose-built rental housing units above the commercial and civic space. At least 10% of these rental units will be affordable housing—defined as rent at or below 30% of household income—subject to final financing and program approval. The new housing aligns with the City’s Housing Accelerator Fund commitments, recognizing that $3.2 million of this fund was used to support property acquisition. The developer will hold a long-term lease for the residential component, which grants rights to build and manage the residential portion of the development. The City will retain ownership of the land and ground floor civic and commercial premises. The developer will be responsible for all design, financing, construction and operations, following City bylaws and approval processes. Preliminary designs include up to 200 residential rental units, a large, dedicated area for a civic or institutional use, a new Downtown Safety Office, space for a potential restaurant and patio or other commercial or retail space, and on-site parking. Throughout the summer and fall, the City worked to complete site preparation activities, including hazardous materials abatement and demolition preparation. Demolition of the building at 1342 Shoppers Row is expected to begin later in December 2025, followed by demolition of the remaining City-owned structures within the 1300-block Shoppers Row project area in early 2026. To help facilitate this work, the laneway behind the project area is temporarily closed until the end of March 2026. The sidewalk in front of 1342 Shoppers Row will also be temporarily closed starting in late December for public safety. Sidewalk closures will expand along the 1300-block of Shoppers Row as demolition progresses to the remaining City-owned structures.
