Cumberland: approvals expected soon for 118 units mixed-use development

The mixed-use redevelopment proposed for Lot A on Ulverston Avenue continues to move through the municipal approvals process. Council has granted first and second readings to a zoning amendment bylaw to rezone the property to MU-2 (Mixed Use Two). The application has also been reviewed by both the Advisory Planning Commission and the Homelessness and Affordable Housing Committee. Village staff and the developer are currently finalizing covenant terms related to park dedication, playground amenities, rental housing, and affordable housing units. Once finalized, the covenant and Zoning Amendment Bylaw will be brought back to Council for further readings. The anticipated timeline for these approvals is Q1 2026. The revised development concept, finalized in 2024, proposes a four-storey mixed-use building with ground-floor commercial space and 60 rental apartments, along with 26 townhouse units and 32 residential units across eight fourplex buildings. The plan also includes EV-ready parking, surface parking, a playground, and a 30% park dedication. Four units on the site are proposed to be delivered in partnership with Habitat for Humanity.
