Comox Valley: 2026-2030 Financial Plan proposes over $346 million in capital projects

The Comox Valley Regional District has presented the proposed 2026-2030 Financial Plan, and posted documents online. Dedicated meetings for budget presentation and deliberations will occur in February for each service area. Bylaw readings and adoption are currently scheduled for March 17 and 24, 2026. The Five Year Capital Program includes $346 million in capital projects. Projects currently included for 2026 including One Spot Trail Bridge ($845,000); One Spot Trail Extension ($575,000); Denman Island Fire Hall ($6,500,000); Union Bay Fire Engine ($850,000); completion of the Sewer Conveyance upgrades ($11,626,000); Hector/McQuinn Road Pump Station ($9,000,000); Water South Services Extension ($18,081,700); lifecycle projects Sports Centre ($9,332,544 over five years); and lifecycle projects Aquatic Centre ($4,612,111 over five years).

Courtenay: over $4.5 million of building upgrades to reduce greenhouse gas emissions

Council has adopted the Corporate Facility Energy Management Plan. The plan is a long-term roadmap to reduce greenhouse gas (GHG) emissions from City-owned buildings and reflects change in provincial legislation that requires the building sector to reduce emissions 59-64% below 2007 levels. To meet that reduction target, buildings must emit no more than 206 tonnes of CO2 by 2030. A review of all city owned facilities identified the largest emitters: Lewis Centre, Public Works Yard, Native Sons Hall, Vancouver Island Regional Library, Comox Valley Centre for the Arts, Firehall #1, and Memorial Outdoor Pool. These facilities are responsible for 80% of greenhouse emissions from City of Courtenay buildings. Emissions are directly related to the volume of natural gas consumed by equipment in the buildings. In November, Council directed staff to focus on replacement and upgrades of end-of-life equipment with an emphasis on the electrification of lighting, heating, domestic water and more. Council also confirmed that new municipal facilities will meet BC Energy Step Code and Zero Carbon Step Code requirements, supporting long-term emissions reduction and climate resilience. The proposed 2026 budget includes $1,037,000 in capital works at the Native Sons Hall, Fire Hall #1, and Lewis Centre, Outdoor Pool and Lewis Park. As set out in the plan, the City will spend on average $900,000 per year on upgrades for a total of $4.5 million over 5 years. Many of these projects may also be grant eligible.

Comox: Proposed $100 million in potential infrastructure upgrades at 19 Wing

Defence Construction Canada is issuing an advance notice for a potential contract with anticipated security requirements to provide interested contractors an opportunity to begin the sponsorship process for obtaining the anticipated security clearances. The Asset Renewal Program (ARP) at 19 Wing Comox is focused on renewal of infrastructure at 19 Wing Comox. This infrastructure includes linear (underground services) and vertical (building) assets that were built from 1946 through 1989. As part of this project, the Department of National Defence (DND) wishes to proceed with the renewal of systems which include civil, architectural, mechanical, electrical, and environmental elements to bring the assets to meet current and projected future requirements. The program will include planned phased work packages for implementation over ten years while maintaining operations at 19 Wing Comox. The purpose of this project is to retain the services of a contractor to provide construction management services of pre-construction and construction phases. Major construction services are expected to include activities such as interior/exterior demolition in the presence of hazardous materials, interior renovations, exterior envelope work, electrical, mechanical, civil, and structural. The estimated value of construction work is $60M and includes optional phases with an estimated value of $40M. The total maximum estimated value of this contract is $100M. It is expected the solicitation will be launched during the month of April 2026. This is conditional on the approval of the contract by DND.
