Tla-o-qui-aht First Nation has begun lot clearing for a proposed 34 lot subdivision with the potential for 36 housing units. This is a major infrastructure project for the community, and follows 20 years of negotiations to secure two parcels of land from the Pacific Rim National Park Reserve (PRNPR). This project will expand residential capacity of the nations’ existing Esowista Reserve located at Long Beach near Tofino.

Tofino: Tla-o-qui-aht First Nation adding 34 new lots and 36 housing units.

The Tla-o-qui-aht First Nation is advancing significant infrastructure developments, including the Phase Two expansion of the Ty-Histanis subdivision. Following a ground-breaking in January 2026, this project aims to add 34 new lots and 36 housing units. The Nation is seeking contractors for the installation of stormwater, water, sanitary, sanitary lift station, earthworks, electrical, sidewalks, roadways, and landscaping. There will be a non-mandatory site meeting held on February 17, 2026 at 1pm at the entrance to Road 2 off of Nuu-Put-Tah Chilth Road. The tender closes March 3.

Comox: seeking feedback before adopting updated Development Cost Charge Bylaws

Council has deferred adoption of updated Development Cost Charge (DCC) and Amenity Cost Charge (ACC) Bylaws until March, and is seeking development community feedback including the City of Courtenay’s February 17, 2026 development community lunch meet-up. Council gave first through third readings of the bylaws in October. Proposed rates, with 1% assist factor under both bylaws, were approved by council in June 2025 and consultation with the development community occurred in July. Proposed rates are as followed: Low Density $26,554 (DCC)/$9,991 (ACC) per lot; Medium Density $12,485 (DCC)/$4,671 (ACC) per dwelling unit; High Density $136.92 (DCC)/$55.58 (ACC) per m2 of GFA; Commercial $47.65 (DCC)/$0 (ACC) per m2 of GFA; Institutional $68.09 (DCC)/$0 (ACC) per m2 of GFA; and Industrial $29.18 (DCC)/$0 (ACC) per m2 of GFA. Staff note while there is a perceived rate increase, its because there was a revision to the land use category definition for Low Density Residential to also include one detached accessory dwelling unit, such as a coach house, without the requirement for an additional DCC charge. This change results in an increase in the number of units/people expected to be living in a low density property because of a change in the land use category definition.
