Ucluelet: moving forward with approvals for 85 homes

Ucluelet Council advanced OCP and zoning amendment bylaws for Hyphocus Island – Lot 543, giving first and second readings March 17 and staff held a public hearing March 24. Council will now consider the submissions from the hearing and consider third reading at a future council meeting. First proposed in 2023 with 320 units, the project now envisions 85 single-family homes with 25 larger waterfront lots, 51 modest homes with secondary suites, and 9 compact homes. The 34 acre development on Hyphocus Island was purchased in 2022 for $3.98 million. As a condition of the zoning amendment, the applicant must register a Section 219 covenant securing a range of amenities and infrastructure works prior to any future subdivision approval, including parkland dedication, trail construction, transportation improvements to Helen Road and the Marine Drive/Helen Road intersection, a tsunami warning system, playground improvements, municipal land transfers, a new 200mm water main, and wastewater works including a sanitary sewer lift station and force mains.

Courtenay: approvals are proceeding for 295 mixed residential units

The City has given first through third reading to a Zoning Amendment bylaw that, if approved, could see the construction of 295 residential units in a combination of seventy-four (74) Residential Small-Scale Multi-Unit (R-SSMUH), 81 townhome Medium Density Multi-Residential (RM-1) and 140 apartments Residential Four (R-4A) in two four-storey buildings. This is a theoretical maximum based on proposed zoning and actual unit type. This is an undeveloped 30.2 acre site covered by approximately 40-60-year-old second-growth forest, and includes Protected Species Trembling Aspen and several northeast wetlands, most connected to each other and to higher elevations by natural and man-made streams and ditches. It is expected 33% of the site will either become dedicated parkland or remain undeveloped. The site is expected to be developed in four phases: with R-SSMUH lots in Phase 1 and Phase 2, townhouses and the west park in Phase 3, and the two apartment buildings in Phase 4. The proposal must meet a number of conditions prior to adoption, including: a Development Agreement between the city and the developer Registered on Title as a s.219 covenant; a Park Master Plan, an Environmental Master Plan, Infrastructure Servicing Design Plan, a Street Design Plan, and a subdivision application. Council waived the requirement for a preliminary subdivision layout review to allow the project to move forward more efficiently.

Campbell River: Reimagine The Row moving forward with commercial, civic, parkade,184 residential rental units

Council has given first, second and third readings for Zoning Bylaw Amendment for the properties at 1302, 1342, 1352 Shoppers Row and 1362 16th Avenue. The proposed amendment is for an increase in Floor Area Ratio (FAR) from 3.0 to 3.58 to support the development of a six-storey, mixed use building consisting of one storey of commercial, retail and civic space, two storeys of parkade (1st and 2nd floor), and four storeys of residential rental units (184 units total including 18 affordable units). Following a tendering process the City partnered with Broadstreet Properties and Seymour Pacific Developments Ltd. who will be responsible for all design, financing, and construction of the mixed-use building. The City will retain ownership of the land and ground floor commercial and civic uses, while Broadstreet Properties will hold a long-term lease for the residential component of the building. The previous buildings on the properties have been demolished and the parcels are being consolidated and prepped for construction.
