Comox Valley: 200-Hectares Puntledge Lands Development
The Comox Valley Regional District (CVRD) has received Official Community Plan (OCP) and Zoning Amendment applications for the proposed Puntledge Lands Development. The proposal covers approximately 200 hectares across six mostly forested properties at the confluence of the Puntledge and Browns rivers. The applicant is seeking to consolidate the lands under a single OCP, replace the existing RU-20 (Rural Twenty) and Upland Resource (UR) zones with a new Puntledge River Zone, and permit subdivision into minimum four-hectare lots instead of the current 20-hectare minimum, where applicable. The proposal could create approximately 36 clustered lots for industrial, commercial, tourist commercial, residential, institutional, agricultural, resource, and recreational uses across three planning areas, although no specific land use layout or development intensity has been identified. The Committee directed staff to proceed with external agency referrals following submission of a transportation and access strategy, a socioeconomic impact report, and a refined development concept identifying development, recreation, and conservation areas. Staff were also authorized to discuss potential community amenity contributions through a future density benefits zoning bylaw to help protect recreation and conservation values.
Courtenay: 137 unit mixed-use development
Council has adopted the Zoning Amendment Bylaw and Housing Agreement for a proposed six-storey mixed-use development on Cliffe Avenue, featuring approximately 137 residential units above ground-floor commercial space. The 1.46-acre redevelopment will replace a two-storey commercial building constructed in 1974 that currently contains retail and restaurant space. The project includes approximately 11 commercial units, one level of underground parking, and a mix of studio, one-, two-, and three-bedroom apartments. A Housing Agreement will secure 14 studio and one-bedroom units at rents approximately 30% below market for 10 years. Staff also recommended removing a Section 219 covenant requiring cash-in-lieu contributions for frontage improvements and a bus shelter, noting these works will instead be secured through the required Works and Services Agreement under the expanded provisions of Bill 16.
Campbell River: Tender for serviced and site prep for 48 lots
Wei Wai Kum First Nation has issued a request for proposals for Phase 1 servicing of its IR #13 residential development in Campbell River. The work includes construction of a 48-lot subdivision, a constructed wetland, roads, sidewalks, pathways, lighting, utilities, and off-site water, sanitary sewer, and road infrastructure along Farwell Road and Willis Road. The project supports development of the Nation’s IR #13 lands, acquired in 2020 for future on-reserve housing. The RFP closes August 17, 2026; see the Tender Section for more details.
